How the press freedom index is built

The World Press Freedom Index is published each year by Reporters Without Borders (Reporters sans frontieres, or RSF), an international non-governmental organisation that defends journalists. It covers 180 countries and territories and gives each a score from 0 to 100, where a higher score means a better environment for the press.

The score combines a quantitative tally of abuses against journalists and media outlets in the previous calendar year, adjusted for population size, with a qualitative questionnaire answered by press freedom specialists such as journalists, researchers, academics and human rights defenders. Five indicators, weighted equally, make up the result: political context, legal framework, economic context, sociocultural context and safety.

Scores fall into five colour-coded categories: good (85 to 100), satisfactory (70 to 85), problematic (55 to 70), difficult (40 to 55) and very serious (0 to 40). The index measures conditions for the press, not the quality of journalism or the views of a country's people, and a country can fall in rank simply because others improved.

Frequently asked questions

Is this a real published index?
Yes — the real annual index from Reporters Without Borders.
Is a key needed?
No — the index is a curated real annual record.
How is the score determined?
Reporters Without Borders' own real published methodology, based on expert surveys.
Is it free?
Yes — free, no download, in your browser.
Is the rank or the score more meaningful?
The score is generally more informative, since a rank can shift because other countries changed even when a country's own situation did not.
What does the index not measure?
It assesses the environment for journalists and media, not how accurate or fair the reporting is.
What are the score bands?
RSF groups scores into good (85 to 100), satisfactory (70 to 85), problematic (55 to 70), difficult (40 to 55) and very serious (0 to 40), shown as colours on its map.
